摘要：目的：以“为评估工作的顺利开展和针灸疗法临床应用规范化建设提供组织机构上的保障”为目标，中国针灸学会针灸技术评估工作委员会经过多次讨论和修改形成本规范。本规范的目的在于规范针灸技术评估方法，高效有序地组织全国各相关单位开展针灸技术评估工作，逐步建立体现针灸学科特点的针灸技术评估标准和程序，为我国在针灸领域开展卫生技术评估提供方法学依据。规范的具体内容：本《规范》适用于参与或者管理针灸卫生技术评估项目的人员，包括针灸专家、卫生政策制定者，以及从事针灸卫生技术评估工作的组织和团体。针灸技术评估项目由针灸技术评估工作委员会发起，在全国范围内筛选符合条件的单位，开展相应的评估工作。项目工作组通过项目申请、立项、开展针灸技术评估工作，并在调查研究、试验验证的基础上，形成针灸技术评估工作报告征求意见稿，分送针灸技术评估工作委员会各委员以及有关单位和个人征求意见，并对所提意见进行综合分析后，对技术评估报告进行修改完善，通过针灸技术评估工作委员会的再评审。最终完成针灸技术评估报告的发布（由中国针灸学会针灸技术评估委员会，借助中国针灸学会及其各级地方分会平台，将针灸技术评估报告正式发布）。结论：针灸技术在我国卫生体系中占有重要的地位，但是由于针灸技术的复杂程度差别较大，针灸技术的有效性、经济特性和社会适应性缺乏基础依据，导致针灸费用不合理，限制了针灸学科的发展。本《规范》主要针对针灸技术评估过程中的相关人员及活动的组织管理进行了规定，有关的技术与实施要求将在另外的细则中阐述。
